Issue with automated GH release

In the release action, artifacts are not uploaded and the title of the draft release is refs/tags/vX.X.X rathern than TIGL X.X.X.

Artifact html-documentation was downloaded to /home/runner/work/tigl/tigl/html-documentation
Artifact download has finished successfully
