[EPIC]: Multi-select for districts

Description

Add a feature to allow selection of multiple districts and compare or aggregate the data. This should cover multiple use cases:

• allow useres to compare two (or more) districts
• allow the selection of states (i.e. lower saxony) and show aggregated data for the whole state
