Why -- bframes is set to -- bframes 2? The GOP value has changed, min = 23, min = 3. I originally set the GOP value to max = 24, min = 1. So why?

Why -- bframes is set to -- bframes 2? The GOP value has changed, min = 23, min = 3. I originally set the GOP value to max = 24, min = 1. So why?
