Is this group still accepting members?

Going through the issues again there are many that request membership but I'm unsure how to proceed with these requests. There are some requests that just need a little encouragement to find the documentation to issue a pull request but there are others that lack a clear ask besides wanting to be a member. I did not begin this project but I do seem to be one of the more active members at this point.

Two important questions that could bring clarity to what should happen are:

• Are there criteria for how to assess folks for membership?
• Are there responsibilities that are required of members?

I'm curious to discuss this more so that we can move forward with issues relating to this. But until then I will be adding requests that have some modicum of communication on them as sub-issues of this one. I invite any requesters to share their thoughts here as well as any of the folks who originally envisioned this project weigh in.
