So, Windows Terminal 0.9 (no later) doesn’t support cursor report. If you run pwsh from bash in the included Azure Cloud Shell profile, it’ll crash like this.

For `newTab` and `splitPane`, that's tracked by #3158. For `windowStartingDirectory`, I'm not sure I agree that Terminal should be the arbiter here: it seems like the issue is more correctly...

I know we're following the system text caret width for _conhost_, but I'm sure we could do better here for Terminal. Thanks!
