Update adv-rumors to 0.3 with new features

adv-rumors has been massively expanded to be more of a powerhouse than a simple hotkey command. Most importantly, it now runs in the background making sure to adjust the settings for you instead of relying on manual user input. It creates more filters and keywords, and improves most rumor system-related menus including asking for directions and about people.

Also introduces ability to create new dialog options depending on current conversation menu!

On merge be sure to add the script to init auto run instead of being bound to a key binding
