A tool to consolidate seeds of the same type into as few bags as possible.

Although a bag may contain a hundred seeds of the same type, dwarves tend to use up multiple bags for a handful of seeds each, locking up valuable bags that might otherwise be used for filling up sand or quarry bush leaves. This is especially problematic with seeds that are produced (from eating/brewing) but never gets planted.

I would like to request a tool that, when run on a seed barrel/stockpile, consolidates the seeds into as few bags as possible and free up all the surplus bags.
