bug 12955 involves a situation in which a visiting diplomat will schedule a meeting with a visiting noble instead of the fort's resident noble, which can sometimes cause the meeting to fail when the visiting noble leaves the fort before the meeting takes place

we may be able to mitigate this bug by monitoring meeting requests, detecting those that are between a visiting diplomat and a visiting noble, and substituting the resident noble for the visiting noble when such a meeting is detected
