Configurable in control panel/preferences? The one thing that came up was a sort of queue depth for workshops, or the number of allowed general work orders. Possibly settable per workshop type? Though that could make a lot. Possibly possibly a default default (like currently 5) that can then be changed and applied to all the newly built workshops.

Another application could be the default skill level - this could perhaps be included in the planner?

Both settings are settable via quickfort, but that doesn't fully solve this unless you're designating your entire fort with quickfort
