Toggle for `buildingplan`'s quality filtering between core and total qualities

The main use case would be laying down plans for a bunch of stuff where you want a specific total quality, for example, masterwork beds, where if it's core or through decorations doesn't matter. Perhaps it could be an option next to the "Decorated only" option.
