new tool: automatically satisfy "Need: craft object"

It would be nice if there was a tool that kept a certain workshop (e.g. a crafts workshop) automatically assigned to whichever dwarf is currently most in need of crafting an object. Then one could queue repeating crafting jobs of of a desired frequency, to ensure that the dwarfs who feel the need also get the chance to craft objects.

The tool should probably skip over dwarfs that are in active duty military squads, as those won't be able to to carry out the crafting jobs. Including off-duty military would be nice.
