make-legendary may not be working correctly in all circumstances

i have received reports from a streamer that make-legendary fails to apply all of the buffs it's supposed to be applying in at least some circumstances; the complaint is that while the tool works correctly at the start of a session, later on in the session sometimes only some of the buffs that are requested are applied
