Problem or Necessity implement election api test case

Detail election api의 test case 작성이 필요합니다. 기존의 p2p 컴포넌트에 있던 것을 가져온 것이라 주석을 보면서 쉽게 해볼 수 있습니다. election with raft 를 참조하여 avengers를 활용한 멀티노드 테스트가 필요합니다.
