Configuration port flag which controls automatic +H

It came up during a conversation with Ayukawa that some users and bots may not want automatic +H, and to script setting -H floods the notify/watch list with 3 notices.

Perhaps there can be a configuration port flag which controls the setting of +H on connect and we designate a new port (say 6698 or something) which does not set +H on connect.
