Open resolver for fingerprinting

Create an open DNS server(or custom one) that will act as an open resolver. When abused (e.g. amplification), it could be highly throttled.

Check the throttling code to see how we could play with it. Like highly reducing the number of packet sent. (Objective could be to nearly not send any packets)
