Missing support for subchunks biome IDs

As asked in the #226 PR here is an issue about every commands related to biome IDs which doesn't support the Y axis as now chunks are splitted on the Y axis. Actually all these commands set every subchunks on the Y axis to the same biome IDs, they should be able to be different.
