Terrain tools use the wrong selection type sometimes

Description:

When a tool using a selection type other than rectangle (e.g. any road) was in use, the terrain tools also use this selection type.

How to reproduce:

• Select any road in the roads tab
• Select any terrain tool
• try applying the tool
• Selection now behaves like road selection

What I would expect

The terrain tools should always use rectangle selection.
