Improve Unusing Enchant

Short description:

Currently, the unusing enchant supports only a small set of tools (pickaxe, sword, ...). We should implement this differently and more generically to handle a larger range of items, also including things such as fishing rods.

Especially fishing rods! Mending does work well for them, but cuts into their XP stream, and there's other uses for Mending.. Unusing plus a Blood Chest would make a nice alternative.
