Add required support for HEAD requests

This allows polling for latest version of a BOM without having to retrieve it entirely.

That is good feedback. We do have a new concept of a TEA Index and a TEA Collection so you may want to just run HEAD on TEA collection files to check if there's an update in any artefacts - including SBOMS
