[FEATURE]: Enumeration of curves and algorithms in CBOM

With numerous organizations successfully adopting CBOM, it is becoming increasingly important to standardize the list of EC and algorithm names. This has been discussed in multiple CBOM working groups throughout 2024 and into 2025 and is proceeding forward.

• Enumerations MUST be extensible without core schema updates.
• Enumeration MUST contain support for legacy, current, and modern EC and algorithm names.
• Enumeration MAY support EC and algorithms without implementations including those defined in research papers.
• Subschema SHOULD be submitted to TC54 as a proposed and separate Ecma standard.
