@stevespringett could you have this patch in the next working group meeting?

It is a back-port of definition-feature that we introduced in spec 1.4. Changes do not add new features, and do not modify data-types. Changes add additional documentation.

The refType is just an alias of string with an annotation. Therefore, I propose to merge this without any version bump.
