Support offline mode

Does CyclonDX Maven plugin support offline Maven mode?

I get the following error "Failed to execute goal org.cyclonedx:cyclonedx-maven-plugin:2.7.10:makeAggregateBom (default-cli) on project ...: Goal requires online mode for execution but Maven is currently offline."

Tried to use -DSPDXParser.OnlyUseLocalLicenses=true, but it doesn't help.
