Improve Release Process

I would like to see an improved release process whereby Releases contains release notes.

  • This will help repo watchers who configure customise events for "Releases" only.
  • This will help improve dependabot PRs that update cyclonedx-maven-plugin in downstream projects. ie, maked the dependabot PR easier to review and approve.

The lack of release notes caused me problems when upgrading from 2.6.2 to 2.7.0. as explained in
