Investigate using component-detection library

At first glance, MS Component Detection appears to use the same mechanism to resolve what packages have been used. This issue is being raised to garner feedback from the community. Should we continue to maintain this functionality separately? Or leverage the MS maintained library?

Noting I haven't done any real side by side comparisons to test the library yet.
