Deploy as dotnet tool

It would be great if cyclonedx-cli could be deployed as a dotnet tool -- similar to cyclonedx-dotnet.

I'm happy to provide a MR.

I agree — a merge request would be appreciated. I’d then just need to arrange a NuGet.org API key for publishing.
