Configure Renovate Bot to help automate dependency updates

I'd like to suggest we configure Renovate Bot on this repository to help automate pull requests for dependency updates.

We can use it to help maintain the following managers

  • package.json / package-lock.json
  • github workflows
  • Dockerfile
  • plugin strings such as org.cyclonedx:cyclonedx-maven-plugin:2.7.10 as found within index.js
