Allow to move a thread

There are a couple of threads started at announce, that shouldn't be there and also we could then move threads to off-topic

This can be implemented right after we figure out how to un-send an email.

I think the majority of the users are using the forum, so it would be an enhancement for them. For the mailing list one could emit a meta message saying that the thread has been closed and moved over to Foo.
