Separate Phobos, language repos

we should try to tackle the problem of many unrelated threads at the forum. An idea would be to have a language and phobos repo to discuss design decision and phobos additions. Currently the dmd and phobos repo are not usable because they get all the git commit messages.
Anyway, group creation needs to be done by Walter and Brad. This isn't the place to discuss this (though it can be tracked in this issue).

Yes please, but afaik @WalterBright likes them, so maybe (as proposed in the thread), we should have separate *-commit lists.

It seems like the forum discussion has found a new category grouping which everyone like more than the current one. So to proceed, @WalterBright would have to create the new NNTP groups?
