Can I submit PRs for CI? If yes，what should I do？just like other normal PRS？

Yes and yes, it's a right thing to do.

Typical topics that will be discussed in such a PR:

Ensure the test triggers a clear red signal in case of detected issue
Does the test uses too much time, does it have to be shortened, is it redundant with other tests
Is it difficult to maintain , does it rely on external resources
