how to make blue comment for owner?

from profile and trying to send comment but it doesnt look like blue comment actually...it is a white color... how to do?

he probably saw a mod or admin post a comment in a large GDPS and they had blue

If your ID Is 71 your lucky in a gdps but its easy to get one if u have ur own gdps

Your ID must be 71and setup your grand mod to 2
