False postives for Villages in 1.9.2

This seems to me like the problem I described in part of issue #130 that villages up to 1.9 can essentially have zero houses, so they effectively fail to generate. This is difficult to check for.

I will close #130 in favor of this one, since that issue covers a lot of things and is not very specific.
