"Start Instance and Update Application" setting will shut the instance down after update

Symptoms

• What are you trying to do? Have an instance start and update itself (and do nothing else) on deployment
• What are you expecting to happen? Instance is deployed, and starts the update process for the game server inside (provisioning it completely if needed)
• What is actually happening? ('Nothing' is not an acceptable answer!) Instance starts, game server updates, then the instance is stopped

Reproduction

Deploy instance on a target with "Start Instance and Update Application" setting set for Default post-create action Notice it turn off after it updates

Then when you start it again, it'll update all over again. So it does what it's supposed to do but then shuts down as an extra lil step and that step shouldn't be there. Unnecessary load.
