Allow extraction of tar.gz downloads in Generic update stages on Windows

Currently AMP is not able to extract tar.gz downloads on Windows via Generic update stages. This is needed for the server download for Vintage Story.

I confirm:

Might be possible via either 7zip, or systems that have git installed which includes 'tar'.

CI now allows this so long as tar is present regardless of platform.

This also does not appear to work on Windows. I get "tar" is not installed even though I have Git installed and it is in the Path, and tar on the command line works (it calls tar.exe)
