Resource pack URL encoding changes "%20" to "+"

Symptoms
- What are you trying to do? Include a resource pack URL for my minecraft server. The URL is pointed to a pack that is updated by ModelEngine, and it defaults to "resource pack.zip" This url has to be encoded due to the space.
When adding a url that ends in /resource%20pack.zip and refresh the page, the URL encoding is lost as it automatically changes the encoding from "%20" to "+". Preventing the pack from being downloaded.

What are you expecting to happen? Allow url encoding in the resource pack URL field for spaces

What is actually happening? ('Nothing' is not an acceptable answer!) The URL encoding is changing from "%20", to "+", preventing the resource pack from downloading.
Reproduction
- Add a resource pack URL with a space in it
- Refresh AMP's page.
- Observe the resource pack URL has changed the url encoding for a space to "+" which makes the pack not downloadable.
