Expand isFlagArgument to Config Files

Feature Information:

Currently, isFlagArgument only applies to command line args. Some games would benefit from having the config file behave the same way. Unturned is a current example that some settings are on/off based on a single word showing in the config file, while others are the usual kvp. Link to config details
