Attempting to download files from File Manager results in HTTP 404 error

Symptoms

What are you trying to do?

Download a file from an instance in its File Manager.

What are you expecting to happen?

That the download is successfully initiated.

What is actually happening?

You get an HTTP 404 error from your browser.

Reproduction

1. Create an instance with "After Creation" set to "Update and Start Always".
2. Wait for the instance to update.
3. Click "Manage" on the instance and go to "File Manager".
4. Right-click a file and click "Download".
5. Observe the HTTP 404 error.

Turn off 'Direct mode file transfers' inside the instance.

That setting is defaulted to off for any new instances. Should avoid this for future users.
