Error after update: AMP not responding to commands

- Which AMP release stream you're using - Mainline
I confirm:
- [x] that I have searched for an existing bug report for this issue.
- [x] that I am using the latest available version of AMP.
- [x] that my operating system is up-to-date.
Symptoms
- What are you trying to do? - Restart the ADS instance
- What are you expecting to happen? - Expecting the ADS instance to stop
- What is actually happening? - I am receiving an error message when attempting to restart through the Services panel: "Windows could not stop the AMP-ADS01 service on Local Computer. Error 1061: The service cannot accept control messages at this time."
When attempting to restart through the instance manager, I receive:
This all started happening after updating today.
Reproduction

Starting from a clean install, update the program using the command in command prompt: ampinstmgr upgradeall

Receive the following messages:

Attempt to log in to AMP through your browser, but receive the "Unable to connect" screen as if AMP was not running.

Attempt to shut ADS01 down through the Services panel:

Receive the following message:

Submit new issue. 6a. (Restarting server has no effect.)
