Remove fee selection and offer an estimated fee when sending transactions

When a user is sending funds, remove the low/med/high fee dropdown. This should be replaced with an auto-filled estimated fee entry that uses the fee estimation feature of ConseilJS. The user should be able to enter a higher fee if desired.
