007: Update with new gas costs

007 will restructure the gas-cost model, leading to each unit of gas being worth more computation. As a result, operations will require less gas across the board.

Gas Constants will have to be updated for low, medium, and high gas costs, which can be pulled from an RPC query running a Delphinet node.

I guess for now this change is only relevant to conseil-js? Conseil server doesn't define any gas cost range.
