[Enhancement] Users should be able to upload profile pictures

Describe the feature

I would like to add the ability for users to upload a profile picture.

Acceptance Criteria:

• Users should be able to upload a profile picture from their Settings page.
• Users should be able to change their profile picture.
• Users should be able to delete/remove their profile picture.
• Profile pictures should be shown on the user's Profile page

Questions / Discovery:

• Where should profile pictures be hosted?
• We will need a default image for users without a profile picture.
