added overlays example with streaming standby

Example of using overlays. One of the overlays, standbystream, provides an example to configure streaming replication between the primary and standby cluster. The readme file contains details and steps to setup.

@cbrianpace with native streaming replication support now added to PGO with the following PR, thinking we can go ahead and close out this PR:
