Strange (or maybe, not well sequenced) chunk population with Climate Control and RTG
The thing is, that while you are preloading your world with WorldBorder-forge Fill operation - some chunks seem to be unpopulted and "bald".
It looks like this, and it may look like semi-cut leaves on chunk borders.
This issue was actual on Thermos too.
Forgot to add - the higher frequency of the fill operation - the more buggy chunks occur.
