TeamSpeak 3.1 requires API v21

This is no longer compatible with Teamspeak 3.1 it is complaining about the API version is 20 not 21.

I updated the API version number and tried to compile, it seems to work. Here is a zip if someone doesn't want to do it themselfs. gkey_plugin_api21.zip

dll's should be placed in C:\Users%username%\AppData\Roaming\TS3Client\plugins
