Cromwell cli install always fails at 2/4

Cromwell CLI install fails at 2/4 fetching packages with the message info There appears to be trouble with your network connection. Retrying... Eventually it times out and exits. I have tried using bash, powershell and windows terminal with the same results and there is nothing wrong with my network connection. Thank you
