Guillotine emoji
As a symbol for (violent) revolution, a guillotine emoji may make some sense, but for the death penalty, a noose or gallows emoji #74 would suffice and could be easier to recognize, or the existing :syringe: and :gun:.

Not just violent revolution, but specifically, opposition to extreme wealth. For example:
Jeff Bezos is worth 1000 times as much as Beyoncé.
:guillotine:
Could be combined with a cake emoji, for a Marie Antoinette vibe.
Definitely wanting this today, to make a point. Like "oh no way. If we do that our members will absolutely bring out the guillotine." there's a mob sensibility to it that syringe doesn't capture. And noose is too closely connected to lynching which is a Bad Thing as opposed to class uprising and generally eating the rich which is a More Debatable Thing.
This recognizable historical symbol would be a valuable contribution to unicode.
I have a lot of uses for this when discussing the way my and other governments handle the coronavirus pandemic.
I expect a high level of usage.
Could be used in obvious sequences with various already existing emojis (guillotine + crown, guillotine + pig, guillotine + guard, guillotine + prince/princess, guillotine + Person in Suit Levitating and also less brutal ones like Cigarette (for cigar guillotine cutter) or paper).
Has multiple uses like others have said, not only it can be used to express (jokingly!) killing others, also anger, revolution, being upset with the organisation or management etc.
The companies represented in the Unicode Consortium and the Emoji Subcommittee in particular are apparently afraid of adding anything new that can be associated with killing people: the Rope or Lasso emoji proposal was rejected at first because the reference image looked to much like a noose. Unless something changes in how emojis are approved, we will definitely not get a Guillotine emoji.
