Add support for SGE (Sun Grid Engine)

Description

Add SGE integration to SmartSim.

Justification

Sun Grid Engine (SGE) is a workload manager (WLM) used on clusters and supercomputers. Integrating SGE, we would allow its users to adopt SmartSim for their workloads.
