Removing of all Stop Signs doesn't work

@Craxy: thank you for the update, but it dont work as it should. if you set stop signs and want remove with your new function tab the stop sign in street (not on display) will still stay and all cars stop for a moment. if you delete the sign individually it works by hannebambel002 in steam comments.

Can't reproduce myself.
