Strange behavior while scrolling for a specific site

This is site specific. Look at, for example, https://stacks.math.columbia.edu/tag/09V0

When I enable Owl with the new scheme, during my scrolling, the behavior of TOC bar is strange: it is in general lagging, and it will stop at some place if I scroll up.

The expected behavior is that this bar stops always on top. The strange behavior only appears when Owl is enabled with the new scheme.
