Fix the Time Limit Message in the Dialog

• Dialog title to be more concise and understandable to user
• include remaining buffer time in the dialog box
• fix the initial buffer time shown in the banner after time limit has passed (previously it always shows 2 minutes for a while before showing the correct remaining buffer time)
