Making IL2CPU cross-platform

Related to #30 , but IL2CPU can now run under .NET 5 on MacOS and use .NET 2.0 UserKit.

NASM & Co. could be provided by Homebrew on Mac or the package manager on Linux. It would be nice if VSCode could work for debugging, too.
